A child who had suffered a series of traumatic events, including rape and sexual assault, wanted the local authority to accommodate her. The local authority had a duty to carry out inquires. The authority took view that it had no obligation to accommodate the child and she should remain with her mother as there were no particular risks associated with the mother's home.
The judge held that there had been no breach of welfare duties.
