Adoption – Child’s best interests – Necessity – Proportionality – Whether decision that child could not be placed with grandmother but should instead be placed for adoption was reached after rigorous evaluation and comparison – Whether process was deficient because court did not fully evaluate the option of a placement with grandmother, nor properly compare its advantages and disadvantages with those of adoption.

The Court of Appeal, Civil Division, allowed the maternal grandmother’s appeal against the Family Court’s decision that her two-year-old grandson, B, could not be placed in her care.
