Granting an injunction to a woman who was seeking to restrain a man who had been flying aircraft with banners referring to her, and also secretly surveying her with the aim of supporting his allegations that she was involved in benefit fraud, the judge ruled that secret surveillance was capable of constituting harassment. The defence of preventing or detecting crime had been framed with law enforcement agencies.
