Designated Local Authorities: Who's Responsible for What

A trio of cases in 2003 and 2004 altered what was thought to be settled law that the local authority starting proceedings would be responsible for final care orders at the close of them, even if the child moved. In some cases the burden has shifted to the receiving authority. The Adoption Support Services Regulations 2005 (SI 2005/691) (ASR 2005) and the Special Guardianship Support Regulations 2005 (SI 2005/1109) (SGSR 2005) seem to go in the opposite direction, adding to the responsibilities of placing authorities.
