District Judge Phillips had been appointed a Deputy District Judge in 1996

At Cardiff he is the regional costs judge and has primary responsibility for case-managing clinical negligence work. He has been for many years a civil tutor with the Judicial College and is the District Judge representative on the Wales Civil and Family Local Leadership Group.
