It is now 2 years since special guardianship orders first became available. Introduced to expand the range of options for permanency for children who cannot live with their birth parents, they were accompanied by much speculation and considerable pessimism as to their potential use. This paper presents the first known research findings on the implementation of special guardianship, and considers the extent to which it has succeeded in fulfilling its potential.
