CARE PROCEEDINGS: Redbridge London Borough Council v B and C and A

The child was born with complex and demanding care needs and was very agitated and difficult to handle. His needs were met extremely well by the parents and extended family. A scan of the baby established rib fractures. There was no explanation provided for the fractures. Medical experts believed they could only have been caused by squeezing of chest. The local authority sought permission to withdraw the care proceedings.

Held that it was in the interests of the child for the proceedings to be withdrawn despite the fact that the threshold would have been established even if the parents were not identified as perpetrators.
