CARE PROCEEDINGS: Re A (Parental Responsibility Orders)

The mother was killed in a violent quarrel by the child's father. The police placed the child with the maternal aunt. The Local Authority initially supported the aunt's application for a parental responsibility order. The aunt was in a relationship with a man who is currently serving a prison term. After the aunt accepted she had been a cannabis user and had failed to provide a hair strand to the Local Authority, it decided the child should be placed with foster parents.
