The provisions of the Family Proceedings Courts (Children Act 1989) Rules 1991 (SI 1991/1395) were mandatory. A decision of the Family Proceedings Court to grant a paternal grandmother leave to apply for a contact order could not stand for failure to comply with Rules: no record had been provided as required by r 21(5) and there was no document setting out the reasons for the decision.
