The child's disabilities created a need to make adaptations to the family home. The local authority offered funding to assist the family with the necessary works, on terms which included the condition that the local authority would not seek repayment unless the child ceased to live at the home within a 20 year time frame; it had been made clear that in considering whether repayment would be required, the authority would have regard to the family's circumstances and would not require repayment on terms that would cause financial hardship. The relevant conditions were not unreasonable, being related to the purpose of providing a long-term home for the claimant.
