Association of Her Majesty’s District Judges elect new President

At its AGM in 24 March 2017, the members of the Association of Her Majesty’s District Judges elected District Judge Marshall Phillips as its new President.

District Judge Phillips sits at the Cardiff Civil and Family Justice Centre and has been elected as President for a 12 month term. The other officers of the Association elected were: District Judge Howard Kemp, Senior Vice President and District Judge Richard Lumb, Junior Vice President.

District Judge Phillips was admitted as a solicitor in 1981 having been articled at Douglas Jones and Mercer in Swansea where he remained for his entire professional career. He initially worked in the firm’s civil department prior to being in charge of a new branch office for several years before being transferred back to the main office where he became head of the firms personal injury department. He was the firm’s first managing partner, a role he held for some six years, and was at the time of his appointment as a District Judge, in May 2005, the firm’s Vice Chair. District Judge Phillips had been appointed a Deputy District Judge in 1996

At Cardiff he is the regional costs judge and has primary responsibility for case-managing clinical negligence work. He has been for many years a civil tutor with the Judicial College and is the District Judge representative on the Wales Civil and Family Local Leadership Group. He is also a District Judge representative on the Civil Judicial Engagement Group. He lives with his partner Neil, a teacher. When time permits, he enjoys travel, music (especially classical), gardening, cooking, and the company of family and friends.
