The IRO Service: still a work in progress? Part 2

The first part of this article published in October [2012] Fam Law 1258 considered the genesis of the Independent Reporting Officer (IRO) service, its early development and initial revision and the information which could be gleaned from those cases reported prior to the decision in Re A and S (Children) v Lancashire County Council [2012] EWHC 1689 (Fam), [2013] 1 FLR (forthcoming).  The concluding part of this article looks at that decision, attempts to analyse the issues which it raised and considers how the IRO Service might be made to work more effectively in the future and, thereby, better serve the children whose needs it was created to protect.
